Dr. Hala Elsadek’s developmental career is the role in the ICT for Community Development (ICT4D). From Oct. 2005, she was nominated by United Nations Development Program in Egypt to be part time work in Egypt ICT Trust Fund (ICT-TF) which is an entity established in 2002 by agreement between Ministry of Communications and Information Technology and the UNDP with the vision of " initiation and development of  best practice models and methodologies for using ICT to foster sustainable socio economic development in Egypt” and mission of "promote sustainable human development by increasing awareness of the benefits of ICT, and making ICT more accessible and affordable to all citizens".

She acts as a Director for Partnership In Development Unit (PID) from Jan 2008 which is responsible on resources mobilization and fund raising. Her mandate is to design, analyze, communicate and establish new public private people partnerships with international as well as national donors/organizations for executing innovative ICT developmental projects in Egypt and Arab region. Through her work she succeeded with her unit team in 8 years to establish about 20 developmental projects with different international entities as Italian Cooperation –Dept Swap program-, Canadian International Research and Development Center (IDRC) and Islamic Development Bank (IDB), Japan Government, UNDP and others. The developmental output components of such projects were got about 22 international awards in 8 years, 2008-2016, as WSIS best employment project in 2014, UNDP best Info Tell story for women empowerment in 2013, Arab Gulf Fund prize (AGFUND) First Category Prize for best Integrated ICT Community Development project in 2010 and World Summit Award (WSA) for best E-inclusion project in 2011 & 2009 and others. Several research studies were executed through the implementation of these developmental projects. One main study was “Market Demand Analysis and Training Needs Assessment Study for youth Employment Generation Program that was funded by Japan Government, June 2013.
